That's Hyoyeon ? I initially assumed she was a member from another girl group because I barely recognized her due to the light hair. Geebus, these deceptive pictures.... Or more-so ~ my diminishing eyesight.
I find it ironic that Jessica's in casual clothes while Hyoyeon is in a dress since she's more of a tomboy. But, as depicted, Hyoyeon was in Dancing With The Stars show, Twinkling.
